In 1138, after a brief siege, King Stephen captured the castle and executed the surviving garrison. The castle also briefly fell into the hands of Llywelyn the Great, Prince of Wales, in 1215.
After the Welsh wars ended around 1300, Shrewsbury Castle fell into a period of decline. By the reign of Elizabeth I, it had transformed into a domestic residence and passed into the ownership of the town council around 1600. The castle saw extensive repairs during the English Civil War in 1643 and was briefly besieged by Parliamentary forces before its surrender. In 1663, it was acquired by Sir Francis Newport.
Further renovations were carried out by the renowned engineer Thomas Telford on behalf of Sir William Pulteney after 1780, following the designs of architect Robert Adam. These renovations helped preserve the castle's structure and historical significance, ensuring its survival through the centuries.
In 1924, the Shropshire Horticultural Society purchased the castle and gifted it to the town. For over 50 years, it served as the location of Shrewsbury's Borough Council chambers. In 1985, the castle was internally restructured to house the Shropshire Regimental Museum, which moved from Copthorne Barracks and other local sites. The museum was attacked by the IRA in 1992, causing extensive damage to the collection and parts of the castle. It was officially reopened by Princess Alexandra in 1995. In 2019, it was rebranded as the Soldiers of Shropshire Museum.
Visitors to Shrewsbury Castle can explore the fascinating collections of the King's Shropshire Light Infantry and the Shropshire Yeomanry. Among the notable items on display are a lock of Napoleon Bonaparte's hair, the Grand Admiral's Baton belonging to Karl Dönitz, and the Victoria Crosses of Captain Alfred Kirke Ffrench, Private Charles Irwin, and Sergeant Major Harold Whitfield.

In 2019 and 2020, an archaeological project by Shropshire Council and the University of Chester undertook excavations in the castle. The 2019 excavations uncovered the remains of the original ditch surrounding the motte from around 1067, along with a range of medieval pottery and two arrowheads or crossbow-bolt heads. Although the 2020 excavations failed to locate St Michael's chapel, they did recover evidence of high-status feasting, including the bones of a pike and possibly a swan.
